Interview on APIBA

A Year 4 teacher trainee from I.E.S. en Lenguas Vivas “Juan R. Fernández” has contacted APIBA President Analía Kandel to find out more about the Association as part of an assignment from her “English Language 4” teacher, APIBA Member Claudia Ferradas.


Teacher Trainee (TT): Why is it important to join the Association?

Analía Kandel (AK): Teacher trainees can join the APIBA Junior Programme when they are finishing their studies According to APIBA Statutes, Article 5, only Teachers of English with an officially-recognised degree can become Members Association activities, such as lectures and seminars, are open to any interested parties whether members or not. As in any profession, it is important for colleagues to join a Professional Association in order to have a forum where to keep up to date and continue their professional growth after graduation, to network with colleagues from various institutions and thus broaden their professional horizons.

TT: What does APIBA contribute to graduates teachers and students?

AK: The section “What is APIBA?” at looks into some of the Association’s main aims:

  • APIBA is a professional Association that brings together Teachers of English with an officially-recognised degree in the City of Buenos Aires and the Province of Buenos Aires (except for Bahia Blanca and San Nicolas, where there are local FAAPI Associations: APIBB and APISN).

  • APIBA fosters professional development by working for the continuous improvement and growth of its Members.

  • APIBA keeps English teachers in touch with issues and events relevant to the profession through newsletters, seminars, SIGs (Special Interest Groups) and other events and services.

  • APIBA provides teachers with a professional forum where they can develop interactions, exchange ideas and debate everything concerning their field of work.

  • APIBA represents the interests of graduate teachers before the education authorities where legislation and regulations related to the practice of the profession is concerned.

  • APIBA encourages the development of links among teachers in the City and Province of Buenos Aires and, through FAAPI (Argentine Federation of English Teachers’ Associations, with teachers from the rest of Argentina.

TT: Why is it beneficial to have such an Association?

AK: It is important to have an institution whose mission is to improve the profession and to bring together the collective interests of a professional group. The section "What is APIBA? Why should graduate teachers become Members of APIBA?" explains that Members can:

  • Get advance notice of the seminars, conferences and events organised by APIBA

  • Participate in APIBA programmes: SIGs (Special Interest Groups), Mentoring, SEEDS, Senior, among others.

  • Participate and vote at the Annual General Meeting

  • Be represented before FAAPI as well as other institutions

  • Apply for subsidies and scholarships

  • Get discounts at various events, courses and services

  • Get publications produced by APIBA and FAAPI

  • Mention membership on their blogs, web sites and CVs as proof of their professional status and to apply for jobs and scholarships

TT: Why does APIBA have a comparatively small number of members?

AK: Indeed, only a small percentage of graduate teachers in APIBA’s jurisdiction are Members of the Association. Why is this so? First, other professions have an official body ("Colegio", "Consejo", "Asociación") that provides a license ("matrícula") that allows degree-holders to work, e.g. legal translators, lawyers, accountants, medical doctors, public notaries, among others. According to the Argentine Constitution (Article 14) "everyone is free to teach and to learn", therefore anyone wishing to teach can do so. Teachers do not need to be Members of a Professional body to be able to work, as in other professions. However, the main requirement to become a Member of APIBA (APIBA Statutes Article 5) and of any of the 21 FAAPI Associations (FAAPI Statutes Article 5) is to hold an officially-recognised degree as a Teacher of English. By definition, Professional Associations grant membership upon proof of status as a degree-holder (e.g. A.M.A. Asociación Médica Argentina), but for the teaching profession it is not possible to establish membership as a requirement to work. For example, the "Estatuto del Docente GCABA” (Artículo 17, inciso II A) gives the highest score to graduate teachers ("titulo docente", 9 points) but others can teach too ("título habilitante" 6 points, "título supletorio" 3 points). Thus, only teachers of English that consider it important to be part of a professional group ("colectivo profesional") decide to become members of their local Teacher Association. One of the main challenges of the 21 FAAPI Associations is to carry out awareness-raising campaigns to encourage graduate teachers to become Members. The larger the Association, the better it will represent graduate teachers of English before education authorities, institutions and the community at large.

TT: In what ways can we (teacher trainees) contribute to the Association? How can APIBA be promoted among students?

AK: Teacher Training Colleges are key to APIBA as trainees should be made aware of the importance of joining their local Professional Association upon graduation. Teacher trainees are always welcome to participate in APIBA's activities free of charge or with special discounts. Trainees that are near graduation can join the APIBA Junior Programme in order to benefit from learning opportunities that College does not provide, e.g. proposing, leading and evaluating a project; becoming a volunteer in existing APIBA programmes or events; networking with graduate teachers, among others. Teacher trainees and teacher trainers can contribute to the Association and the profession by spreading the word and raising awareness among teacher trainees and graduate teachers of the importance of joining APIBA
